PHILADELPHIA -- A provision of the No Child Left Behind Act requires high schools to give military recruiters student phone numbers and addresses, unless a parent files a written request to "opt out." But few parents or students seem to know about the rule. The rule, a small part of the 670-page legislation, threatens districts with the loss of federal funds if they do not give the same personal information to the military, colleges and employers. Now, communities around the country are challenging it on anti-war or privacy grounds, some by organizing school-wide "opt-opt" campaigns.
