Ballots Are Bump In The Recall Road

IN THE EAST BAY, the chad is gone, but absentee ballots remain. And they may pose a bigger problem for voters in the recall election now just nine days away. After the 2000 presidential election, California counties pushed to rid themselves of the type of punch card systems that produced Florida's famous hanging chads.
