The two main sources for Planned Parenthood funding

The two main sources for Planned Parenthood funding that will be examined in this report are the $50 Million plus Planned Parenthood gets annually through the Title X program, and the est. $50 Million plus Planned Parenthood gets annually through the Medicaid program.

This adds up to a total of over $100 million of federal taxpayer dollars given annually, during George W. Bush’s presidency, through just these two programs, made possible by President Bush’s own signature of approval on repeated HHS Appropriations bills, to Planned Parenthood, the largest chain of child-murder-by-abortion centers in America, murdering over 200,000 unborn human beings by surgical abortion alone per year.

[Note: In Planned Parenthood’s 2002-2003 Annual Report, PP reported committing 227,375 child-murders-by-abortion in 2002. PP reported total income of $766.6 million, of which $288.2 million was from Clinic Operation; $254.4 million was from taxpayer dollars; and $228.1 million was from donations. PP’s reported profit was $36.6 million (Source: E-mail from Edward Szymkowiak, December 18, 2003). Therefore, although Title X and Medicaid provide approx. 40% (est.) of the total taxpayer dollars that is given to Planned Parenthood, there are also other government funding sources beside only Title X and Medicaid, that add taxpayer money to Planned Parenthood Federation of America’s coffers.]

Three Ways Taxpayers’ Money Is Being Used to Support Abortion:

    1) President Bush is funding selected surgical abortions via Medicaid (Title XIX)

    2) President Bush is funding chemical abortions via both Medicaid (Title XIX) and via the Title X birth/population control and Planned Parenthood funding program

    3) President Bush is funding Planned Parenthood, the largest perpetrators of child-murder-by-abortion in the United States (Planned Parenthood reports murdering over 200,000 unborn children annually by surgical abortion alone), through both Medicaid (Title XIX) and Title X, with over $50 million per year through each program, for a total of over $100 million per year, just through these two Planned Parenthood funding mechanisms

    Furthermore, it was reported that the Title X birth/population control funding has increased during the Bush administration, by more than $ 26,000,000 over the last Clinton budget, rising from Clinton’s $ 254 million in FY 2001, to Bush’s $ 265 million in FY 2002, and rising higher again to Bush’s $ 280 million in FY 2004.

All of this surgical abortion, chemical abortion, and Planned Parenthood funding is buried in the grotesquely huge U.S. Health and Human Services Appropriations bills that Congress and the President break their oaths of office by voting for and signing each year.

In addition to being immoral by funding surgical abortion, chemical abortion, birth control for unmarried adolescents even if their parents object, and child-murderering-abortionists (i.e. Planned Parenthood), the bills are entirely unconstitutional, full of “pork” funding of local projects, and examples of creeping socialism in America.

1. PLANNED PARENTHOOD FUNDING THROUGH TITLE X

    The Title X program includes funding for contraceptive birth control; birth control that causes chemical abortions; and birth control for unmarried adolescents, even if their parents object to the federal government giving their children hormonal drugs and devices with which to fornicate.

    The Title X program is also one of the principal federal government funding mechanisms for Planned Parenthood Federation of America, the nation’s largest chain of child-murder-by-abortion centers, murdering over 200,000 unborn human beings by surgical abortion alone each year.

    “The program supports a nationwide network of approximately 4,600 clinics and provides reproductive health services to approximately 5 million persons each year. Title X service funds are allocated to the ten DHHS Regional Offices. The Regional Offices manage the competitive review process, make grant awards and monitor program performance.

    “In fiscal year 2003, Title X provided Federal funds for service delivery grants to 86 public and private organizations to support the provision of comprehensive family planning services and information. Services are delivered through a network of community-based clinics that include State and local health departments, hospitals, university health centers, Planned Parenthood affiliates, independent clinics, and public and non-profit agencies. In nearly 75 percent of U.S. counties, at least one provider of contraceptive services is funded by the Title X family planning program.”

    “Over the last thirty years, the network of Title X family planning clinics has played a critical role in ensuring access to confidential family planning services for millions of low-income or uninsured women at no cost or at a reduced cost. Title X also provides access for many under-insured women who do not have coverage for contraceptive services, devices or drugs… Title X-funded services, available regardless of ability to pay, help ensure access to reproductive health care for low-income and uninsured persons, a population which is disproportionately composed of racial and ethnic minorities. Nearly two-thirds of Title X clients have incomes below 100 percent of the poverty level and 89 percent have incomes below 200 percent of the poverty level.”

The list above of “Title X Family Planning Service Grantees” documents that a number of Planned Parenthood affiliates are currently Title X grant recipients. Title X federal funds continue to be granted to Planned Parenthood Federation of America (www.plannedparenthood.org).

This list alone unarguably documents that President Bush and the Republican-majority Congress are funding Planned Parenthood, the nation’s largest chain of child-murder-by-abortion centers in America, which murders over 200,000 unborn human beings by surgical abortion alone each year.

President Bush, who signed the HHS Appropriations bills (such as HR 3061 for FY 2002, and HR 2673 for FY 2004), and every Congressman who voted for them have innocent blood on their hands, as accessories-before-the-fact to baby murder. God hates hands that shed innocent blood (Proverbs 6:16, 17).

No God-fearing Christian should vote for any of the men who have voted for, or signed, these wicked pieces of blood-stained, immoral, socialist, oath-breaking legislation, and that includes President George W. Bush, who has repeatedly signed them.

George W. Bush is NOT Pro-life

The thought of calling someone who authorizes over $100 million per year of taxpayers’ federal funds to be appropriated to Planned Parenthood (Murder, Inc.) “Pro-Life”, is outrageous. “He that justifieth the wicked, and he that condemneth the just, even they both are abomination to the LORD.” Proverb 17:15

By funding Planned Parenthood, President Bush and the Republican-majority Congress are justifying the wicked. Therefore, according to the Word of God, President Bush, and all those in Congress who voted to pass this baby-killing-funding legislation, are abomination to the LORD. So what would that make a Christian who voted “for” someone who is “abomination to the LORD”?

To vote for George Bush (or John Kerry) is to sin against God.

The exact dollar amount of federal funds given to Planned Parenthood through the Title X program is presently available only for the years FY 1997 through FY 2001, documented with links to three Government Accounting Office (GAO) reports below. During this time, the amount of Title X funding given to Planned Parenthood ranged from $46 million to $58 million per year.

A conservative estimate of the amount of Title X federal funds currently being appropriated to Planned Parenthood would therefore be at least $50 million per year, based upon the historical percentage of the total Title X money (i.e., 20% +) that is given to Planned Parenthood, and the fact that the funding level for total Title X funds was $280 million in HR 2673 in FY 2004, signed by President Bush (PL 108-199) on Jan. 23, 2004.
