TALLAHASSEE, Fla. (Reuters) - A trio of court rulings over Florida votes whipsawed presidential contenders George W. Bush and Al Gore on Friday and postponed any notion of a clear White House victor until Monday at the earliest. Harris said she planned to announce the tally, including the overseas votes, at midday Saturday, but she will not certify a presidential winner, in keeping with the Florida Supreme Court ruling.

Summary of Argument: The Secretary purported to certify the results of the election yesterday, November 15, 2000. We believe her action to have been unlawful. It is particularly improper in view of the fact that it is the Secretary’s actions that have been, and are, delaying the completion of the recount. In order to ensure an orderly, expeditious, and uniform resolution of the pending legal issues – as well as ensure that the declared outcome of the election is consistent with the choice of Florida’s voters – Intervenors ask that this Court to decide the Petition of Palm Beach County expeditiously.

Hundreds of Overseas Ballots Rejected

TALLAHASSEE, Fla. (AP) - Hundreds of overseas ballots were tossed out Friday as advocates for George W. Bush and Al Gore battled county-by-county into the night in the latest front of their prolonged campaign. Republicans complained of a coordinated effort by Democrats to challenge the overseas ballots, many of them from members of the military. ``The party of the man who wants to be the next commander-in-chief is trying to throw out the votes of the men and women he will be commanding,'' complained Jim Post, a Republican lawyer in Duval County, where 107 ballots were rejected.

US Appeals Court Denies Bush Request

The 11th U.S. Circuit Court of Appeals denied a request Friday by the Bush campaign to stop a hand recount of votes in Florida. The court said states have latitude in setting up elections and declined to get involved in the Florida dispute _ at least for now. Bush had asked for an emergency halt to the recounting on constitutional grounds, arguing that it treats voters differently based on where they live. The appeals court said, ``States have the primary authority to determine the manner of appointing presidential electors and to resolve most controversies concerning the appointment of electors.''

WASHINGTON (AP) - Al Gore rode a yo-yo Friday from near-death court ruling to second chance, ultimately celebrating in righteous tones a Florida Supreme Court decision foiling Republican hopes that George W. Bush would be named the winner on Saturday. Gore said, ``This election is a matter that must be decided by the will of the people as expressed under the rule of law.''

WASHINGTON, Nov. (UPI) - Top Republicans are investigating various strategies for challenging the vote of the Electoral College after it meets next month to determine who becomes president. At the same time, some experts are questioning whether the decisive votes of Florida's 25 electors can be legally certified at all because Gov. Jeb Bush, brother of GOP presidential candidate George W. Bush, has recused himself from the election process.

Miami-Dade Agrees To Full Recount

MIAMI(AP) - The Miami-Dade County Elections Commission reversed itself and voted 2-1 Friday to do a hand recount of the 654,000 ballots cast in the presidential election. It is the third South Florida county - along with Broward and Palm Beach - to decide to conduct full manual recounts of ballots cast in the Nov. 7 election. The three counties represent 1.5 million of the nearly 6 million votes cast in Florida's 67 counties.

Washington (Bloomberg) - Two men were arrested yesterday for stealing a Palm Beach County voting machine and attempting to sell it online at eBay, the Cable News Network reported. A Palm Beach County election supervisor notified the Florida Department of Law Enforcement when she discovered the machine for sale, CNN said.

Federal judges have no jurisdiction whatsoever over anything concerning the popular election for President of the United States. This is simply due to the fact that there are no provisions contained within the U.S. Constitution that authorize the federal government to establish a popular election for President of the United States.
