Mexico City Policy Is Not Pro-Life

Family Planning – An Exercise in Doublespeak

~ A Covenant News Special Report ~

George Orwell’s “newspeak” and “doublethink” in his well-known book 1984 popularized the concept now commonly termed “doublespeak.” Doublespeak is language chosen specifically to mislead, conceal and redefine — not clarify — and is twisted to designate the opposite of their true meanings. This use of language is a subtle and effective form of propaganda meant to misinform and re-orient people about certain issues and actions.

Our purpose here is to call attention to the “doublespeak” used to politically manipulate mass acceptance of and compliance to government-desired policies and laws dealing with the act of abortion. It is so subtle and effective that even people who should know better and be sounding the alarm are adopting it, guaranteeing their own defeat.

As we began reseaching several current federal policies and laws dealing with the funding of abortions in many other countries we were amazed to see how the federal steamroller exploits language in precisely the way Orwell predicted.

For example, let’s look at the Mexico City Policy. Did you know that the Mexico City Policy contains a doublespeak loophole for granting funds to foreign non-governmental organizations (NGOs) as long as abortions performed, counseled, referred or lobbied for are not a part of their program “as a method of family planning”?

The current Mexico City Policy states, “To perform abortions means to operate a facility where abortions are performed as a method of family planning. Excluded from this definition are clinics or hospitals that do not include abortion in their family planning programs .” [e(10)(ii)] [emphasis may be added to quotes throughout]

Note: As you go through this information, please remember that there is NO period after the word “abortion” in these written policies. In addition, the doublespeak loophole applies only to those foreign NGOs which lobby, promote or perform “abortions as a method of family planning.”

On January 22, 2001, President Bush issued a Memorandum directing the United States Agency for International Development (USAID) PDF format to reinstate the Mexico City Policy, requiring non-governmental organizations “to agree as a condition of their receipt of federal funds that such organizations would neither perform nor actively promote abortion as a method of family planning in other nations.”

• 1 •  Bush did not sign an official Presidential Proclamation or Executive Order restoring the Mexico City Policy, as was reported by some of the press, but instead sent a memorandum to USAID. Why did Bush send a memo to USAID? Because one job of USAID is to receive grant applications from non-governmental organizations (NGO) attempting to get federal tax dollars to pay for their particular proposals or re-distribution plans, and then approve federal expenditures to those NGOs. • 2 •  The Mexico City Policy applies only to foreign, non-governmental organizations, which means the Mexico City Policy does not apply to organizations receiving federal funds to perform abortions in the United States.

• 3 •  The Mexico City Policy does not apply to foreign governments, or how foreign governments use US tax dollars to perform abortions.

• 4 •  The only requirement the Mexico City Policy places upon NGOs “as a condition of their receipt of federal funds” is that they “neither perform nor actively promote abortion as a method of family planning in other nations.” The Mexico City Policy does not stop the funding of abortion, it attempts to stop U.S. funds from being used by NGOs to lobby the world with family planning rhetoric. In the words of one lawmaker “we’re not going to fund their printing presses.” But, at the same time, the federal government funds organizations doing abortions in the United States all the time.

• 5 •  The devil’s in the details. Interpretation, audit and enforcement are key. Ingar Brueggemann, the Director General of the International Planned Parenthood Federation (IPPF), representing its 150 FPAs (Family Planning Associations) in 182 countries worldwide reiterates that, “It is a principal position of IPPF policy that abortion is not a method of family planning.” Lists available from their group were “compiled from documents of the International Planned Parenthood Federation; USAID; the World Bank; UNFPA; The International Projects Assistance League; International Women’s Health Coalition; the Older Women’s League; Population Action International; the Rockefeller Foundation; and the World Health Organization” maintaining that “reproductive health services should include: [list of 52 items including]  Abortion-related Services, Management of complications, Post-abortion family planning, Improved sex education and family planning services where abortion is restricted, Abortion, and Family planning/methods.”

The United States federal government gives billions of US tax dollars a year to fund overseas abortions. The tax-dollars go to the largest abortion providers in the world — as long as they say “abortion is not a method of family planning.”

The Covenant News is not the first one to notice and point out the “sneak-around loopholes” in the Mexico City Policy.

The Paul Amendment A Pro-life Policy for Today June 23, 2000 — While the “Mexico City Policy” would stop taxpayer funding from being spent to lobby foreign governments to liberalize their abortion laws, our tax dollars would still allow the exportation of some very anti-life philosophies. Under this policy, U.S. funds would still be used for:

  • Organizations that perform surgical abortions
  • Indiscriminate distribution of abortifacients (chemicals that cause abortions), such as the “morning after pill,” Norplant, Depo-Provera and RU-486 (if it receives FDA approval).
  • Fertility experiments on women, or intrauterine device (IUD) insertion, often without a woman’s consent or knowledge of the dangerous side effects.
  • Advancement of Planned Parenthood-like models of sex education, that seek to socially re-engineer cultures by undermining family and religion.
  • Massive and wasteful condom distribution to children and unmarried couples to the extent that many children in developing nations use condoms for balloons while doctors have no access to simple penicillin or anti-malarial medication.

What is the United States Agency for International Development? (USAID)

USAID website describes itself: “In 1961, President John F. Kennedy signed the Foreign Assistance Act into law and created by executive order USAID. Since that time, USAID has been the principal U.S. agency to extend assistance to countries recovering from disaster, trying to escape poverty, and engaging in democratic reforms.” “USAID is headquartered in Washington, D.C. and has field offices in many of the countries where they have programs.” It “is an independent federal government agency that receives overall foreign policy guidance from the Secretary of State.”

Population Reduction Snake-Pit

“USAID’s Population Program is one of the success stories in U.S. development assistance. Since the launch of the program in 1965, the percentage of couples in developing countries using contraception has risen from 10% to 50%, and the average number of children born to couples worldwide has dropped by a third.”

Population Assistance “Since its inception in 1965, USAID’s population program has been involved in all major innovations in international family planning. USAID has played a critical role in the development, evaluation or improvement of all modern methods of contraception.”

On January 22, 2001, President Bush issued a memorandum directing the United States Agency for International Development (USAID) to reinstate the so-called “Mexico City Policy.” This Agency has opposed its restoration and speaking at a forum put together by Planned Parenthood an uninformed adminstrator misstated known facts and explained why “we cannot accept the reimposition of the Mexico City policy.”

This short memo of January 22, 2001 was followed a month later by another memorandum – CIB 01-03 (Contract Information Bulletin) outlining the specific language to be added to taxpayer $$ give-away agreements stating these “paragraphs are to be included in the standard provision for use in all new grants and cooperative agreements that provide assistance for family planning activities, except in certain circumstances discussed below. In addition, these paragraphs are to be included in the standard provision when any existing grant or cooperative agreement for family planning activities is amended to add new funding.”

The restored policy text is put only in agreements approved for “new grants and cooperative agreements awarded by the United States Agency for International Development (USAID) that provide assistance for family planning activities” or “applies only to the family planning component” of a multi-activity foreign NGO.

What’s an NGO?
“A non-governmental organization (NGO) is any non-profit, voluntary citizens’ group which is organized on a local, national or international level.”

The Bush administration said yesterday that it will not pay the $34 million Congress has earmarked for U.N. family-planning programs overseas, a population-control initiative that conservative groups say tolerates abortions and forces sterilizations in China. (But) Richard Boucher, State Department spokesman said the $34 million Congress appropriated in December 2001 will instead be spent through the U.S. Agency for International Development and noted that this will bring to $480.5 million the total spent by the United States this year on population programs worldwide. (Editor’s note: This is the way it works folks. Both House and Senate Republicans compromised back in December 2001 by adding the $34m U.N. funding to the Foreign Appropriations Bill for fiscal-year 2002. When the Appropriations Bill passed, as planned, Bush froze the $34m U.N. funding in January 2002 to receive a “pro-life persona” projected by the secular media. “President Bush’s recent decision to redirect $34 million in government funds from the United Nations’ abortion coercion activities in China to USAID’s abortifacient ‘contraceptives’ program is a purely political move with no consistency behind it,” said Judie Brown, president of American Life League. Instead of redirecting funds to a worthier cause, the president chose to continue the UNFPA legacy by allocating the money to the USAID Child Survival and Health Program Fund. This fund includes money for “forecasting, purchasing, and supplying contraceptive commodities and other materials necessary for reproductive health programs.” “These ‘contraceptive commodities’ are nothing but abortion-inducing chemicals that kill the very children that the fund claims to help,” said Mrs. Brown. “President Bush made a good decision to deny the UNFPA American taxpayer money for forced abortions, but turned right around and stabbed us in the back by giving the $34 million to USAID.”

WASHINGTON, July 23, 2002 — The Bush administration has cancelled the $34 million Congress had set aside for U.N. family-planning programs overseas, including population-control initiatives that include abortions and forced sterilizations in China. However, the White House nullified this positive step by shifting the funds to USAID, the United States foreign aid body, which has an equally black record of promoting anti-life policies. Pro-life concerns remain with the reallocation of $34 million to the agency’s Child Survival and Health Program Fund, where the money will still be used for “family planning and reproductive health care activities.”

Capitol Hill, 14 March, 2000 — Citing evidence gathered by a leading watchdog of abuses of women, GOP lawmakers Tuesday called on the US Agency for International Development to investigate allegations the Peruvian government is using US aid money to force poor Peruvian women to undergo sterilization.

Foreign Appropriations Bill For Fiscal-Year 2002

On December 19, 2001, Congress approved the $15.4 billion [ by-group Funding Summary PDF. ] foreign appropriations bill, H.R. 2506, for fiscal-year 2002. On January 10, 2002, President Bush signed this bill into law, with $446.5 million for International Family Planning which represents an increase of $21.5 million over last year (which is now increased to $480.5 million). This makes the Republican-lead administration, with George W. Bush as its head, the biggest baby-murdering federal administration in U.S. history. The Republicans are killing more babies than the Democrats!

Bush said in his 2001 Mexico City Policy memo: “It is my conviction that taxpayer funds should not be used to pay for abortions or advocate or actively promote abortion, either here or abroad.”

Yet after making such a statement, for Bush to sign the Foreign Appropriations bill with $446.5 million for International Family Planning (and then increase it by $34 million), makes him a lying hypocrite at the expense of innocent lives — which is something we will not forget on election day because it is sin to vote for abortion-murderers — for the LORD hates hands that shed innocent blood.

Congress Clears US$15 Billion in Foreign Aid After Abortion Wrangle

Friday December 21, 2001 — After resolving a long-running battle over funding for population programs abroad, the United States Congress this week passed a US$15.4 billion foreign aid bill for fiscal-year 2002. The final bill, approved by voice vote in the Senate Thursday evening, was welcomed by church, health, and relief groups which fought for and won increases in development assistance over last year’s levels despite Republican control of both the White House and the House of Representatives. “We think this is a good first step toward achieving a substantial increase in U.S. development assistance,” said Shanta Bryant, a spokeswoman for InterAction, a coalition of 160 development, church, and relief groups. The UNFPA’s External Relations and Liaison Branch (ERLB) is the link between the UNFPA and the United Nations. This branch of UNFPA works to “promote UNFPA as the lead agency on population and ICPD [International Conference on Population and Development] in the work of the United Nations — mainly in the UN General Assembly and its committees, the ECOSOC [United Nations Economic and Social Council] and its functional commisions and in other sister agencies.”

‘Family Planning’ Groups Spreading AIDS
in Africa with Depo Provera, New Study Warns
NEW YORK — With its insistence on the use of injected contraceptives, health organizations pushing Depo Provera have been spreading AIDS and other sexually transmitted diseases in the developing world. A new study by the National Institutes of Health, University of North Carolina and Johns Hopkins University in Baltimore have found that the use of injected hormonal contraceptives increases the risk of STD’s. From 1994-2000, USAID provided 41,967,200 units of Depo-Provera into the developing world, at a cost of over US $40 million. Even the Reuters newswire story included a sober note on the implications for foreign depopulation programmes in Africa.

Bush Betrays Pro-Life Cause Again,
Backs Federal Aid to Overseas Abortion Providers

Again and again, President G. W. Bush has betrayed the pro-life cause. The latest example is his push for $15 billion in U.S. tax dollars to be sent to Africa for A.I.D.S prevention. According to British sources, “President George W. Bush dismissed a bid by conservative Christians to restrict his $15 billion foreign initiative to fight A.I.D.S. to only those programs that reject abortion and promote abstinence.” In other words, Bush proposes to send federal dollars to those organizations that promote abortion and promiscuity. The New York Times concurred with the British report by saying, “Ignoring objections from his conservative base, President Bush is to make a Rose Garden speech on Tuesday in support of a $15 billion bill to fight A.I.D.S. internationally that will direct some money to groups that promote abortion.”
