Homosexual Secretary of Education Touts 'Shared Responsibility'
George Stephanopoulos / ABC News.comThe top teachers' unions are already pushing back against Obama's proposed changes to "No Child Left Behind" – which gets sent to Capitol Hill today. American Federation of Teacher's President Randi Weingarten says, "this blueprint places 100 percent of the responsibility on teachers and gives them zero percent of the authority." I asked Education Secretary Arne Duncan about that this morning on 'GMA'. He wasn’t buying it: "there will be shared responsibility not just with teachers but principles, school systems…and even states – everyone is gonna be responsible for driving better results."

DES MOINES -- Obama plans to send his plan for an overhaul of the nation's education system to congress Monday. Sunday, Obama's education secretary, Arne Duncan, pushed the plan in Des Moines saying it will overhaul the 'No Child Left Behind' law. "I think there are many things with 'No Child Left Behind' that didn't work," Duncan told a crowd at Morris Elementary School, "I think the law was too punative. I thought it was great at blaming folks but not at pointing out successes. I think the law was too prescriptive and tried to micro-manage things from Washington."
