Colorado pharmacists would be able to prescribe morning-after birth-control pills - an unprecedented shift of power from doctors - under a bill that was approved Monday by a House committee. House Bill 1212 was approved on a 7-5 party line vote after an emotional three-and-a-half hour debate that hinged on questions of when life begins, how to protect victims of rape, how to encourage teenagers to abstain from sex and whether doctors were giving up too much authority to pharmacists.
