Dispute Over Reporting Could Determine Kline's Access To Records
TOPEKA, Kan. -- Questions about how often doctors must notify authorities when they suspect teenagers are having sex could determine whether Attorney General Phill Kline gains access to patient records from two abortion clinics. Kline, a strong abortion opponent, has clashed with abortion rights advocates in disputes in both federal and state courts.
