TALLAHASSEE, Fla. -- Gubernatorial candidate Tom Gallagher is changing his political formula in a bid to win next year's Republican primary. Unsuccessful in similar bids in 1986 and 1994, Gallagher has moved significantly right in hopes of carving out the inside track with conservative Republican voters, proposing Monday to lead the fight for a 24-hour waiting period for women seeking an abortion.
