Efforts Fail To Override Veto of Kansas Bill
Adding Abortion-Health Regulations on 'Providers'
TOPEKA, Kan. -- Abortion regulators failed Thursday to override Gov. Kathleen Sebelius' veto of a bill requiring health regulations on clinics that perform abortions. The state House vote was 82-42 — two votes short of the minimum needed to send the bill to the Senate, where some abortion regulators felt they had the votes to put the legislation into law. The bill would have required clinics to obtain an annual license from the Department of Health and Environment, hire surgeons as their medical directors and report patient deaths to the state within the day. It also would have required state standards for equipment, medical screenings, ventilation and lighting.
