A year after the issue surfaced, Westchester legislators are still struggling with the task of creating a fair policy regarding the public's use of its space in the county office building. Discussion at a legislators' meeting Monday revealed new concerns and old confusion. The question arose last year when an anti-abortion group was denied permission to use space on the Board of Legislators' eighth floor for a program pegged to Women's Equality Day. The group went to federal court, protesting the denial in the face of permission previously granted other groups. Noting the lack of a written policy, a judge was prepared to order the legislators to open their doors. The board quickly settled the case, allowing the group in and paying its $10,000 attorney's fee, while resolving to come up with a written policy.
